  • APC governorship candidate Kadri Obafemi Hamzat launched a 100-point manifesto called The Lagos Promise in Iganmu on Friday.
  • He pledged more hospital beds, wider Ilera Eko health cover and support for small businesses if elected in 2027.
  • Governor Babajide Sanwo-Olu backed his deputy, saying no deputy governor has ever been handed the baton before.

Lagos State Deputy Governor Kadri Obafemi Hamzat has unveiled a 100-point plan he wants voters to judge him by if he becomes governor in 2027, promising more hospital beds, wider health insurance and easier conditions for small businesses.

Hamzat, the All Progressives Congress (APC) candidate in Lagos, presented the document, tagged The Lagos Promise, on Friday at the Wole Soyinka Centre for Culture and Creative Arts in Iganmu, formerly the National Theatre. He called it a social contract between him and Lagos residents, according to Leadership and The Sun.

The plan rests on seven pillars: People First, Renewal, Opportunity, Machinery of Government, Inclusion, Security and Resilience, and Everyday Dignity. Hamzat said the commitments are measurable rather than the usual campaign promises, and urged residents to read and scrutinise them.

What he promised

On health, he said maternal and child centres would rise from 10 to 15, and enrolment in the Ilera Eko health insurance scheme would grow from nearly two million people to one in every three Lagos residents, with low-income households first in line.

He also promised the new 150-bed Massey Children's Hospital and a 280-bed general hospital, completion of the 150-bed Somolu General Hospital, and two more general hospitals at Ogombo and Ibeju-Lekki. Together, he said, these would add 580 beds, while 100 primary healthcare centres would be upgraded. He pledged to recruit more doctors, nurses and midwives and improve their working conditions.

On education, Hamzat said the ECO-EXCEL programme is already in 1,028 public primary schools and ECO-LEARNERS offers 320 lessons online and on television. He promised to expand both and to review teachers' pay, noting more than 33,000 teachers have been trained in seven years.

For businesses, he pointed to the Lagos State Employment Trust Fund, saying over ₦15 billion has gone to more than 21,000 businesses, with over 116,000 others getting training and mentorship. He promised a single published schedule of local government charges, a share of state procurement for small firms, a one-stop registration and permit system, and six to 12 months of workplace placements for vocational trainees, with the state paying 40 per cent of their stipends.

He said children and vulnerable residents would be at the centre of his policies, recalling a 10-year-old boy found sleeping under a bridge in Oshodi after running away from home. "If you are a child and you live in Lagos, then you are a child of Lagos," he said.

Sanwo-Olu and party leaders back continuity

Governor Babajide Sanwo-Olu described his deputy as loyal and trustworthy, tracing a line of APC governors from Bola Tinubu through Babatunde Fashola and Akinwunmi Ambode to himself. He said no deputy governor in the state's history had ever been handed the baton.

APC state chairman Cornelius Ojelabi called the manifesto a covenant and said Lagos must move forward, not backward. Princess Sarah Adebisi Sosan, speaking for the party's Governance Advisory Council, urged the next administration to keep policies that work while fixing what needs improvement.

The campaign organisation's director-general said the campaign would be peaceful and issue-based.

What happens next: The 2027 governorship election is still more than a year away, and the sources did not name Hamzat's opponents. For now, the manifesto gives Lagosians a checklist to measure him against if he wins.
